CALL TO ORDER: Chairperson Craig Smith at 3809 Legoe Bay Road, Lummi Island, WA. 98262 called the Regular Meeting for August 14, 2007 to order, at 7:01 p.m.

 

PRESENT:  In attendance were Commissioner Craig Smith, Commissioner Robert Busch, Commissioner Pete Cameron, Fire Chief Duncan McLane, and Pro Tem Board Secretary Tammi Lynch.

 

GUEST:         Michelle Luke, Wendell Terry, and Mark Bufford of Northwest Clean Air.

 

PUBLIC COMMENT:   None.

 

 

APPROVAL OF MINUTES:   

 

Motion:      Commissioner Busch made motion, “To approve the July 10, 2007 Minutes as submitted.”  Seconded by Commissioner Cameron, AND PASSED 3-0.

 

Motion:      Commissioner Busch made motion, “To approve the June 25, 2007 Emergency Meeting Minutes as submitted.”  Seconded by Commissioner Cameron, AND PASSED 3-0.

 

PAYROLL:

 

Motion:      Commissioner Cameron made motion, “To approve the payroll for August 2007 (July 2007 hours).”  Seconded by Commissioner Busch, AND PASSED 3-0.

 

BLANKET VOUCHERS:

 

The Board of Commissioners, at 3809 Legoe Bay Road, Lummi Island, Wa. 98262, reviewed the regular Blanket vouchers approval documents for August 2007 expenses for approval of payments, on August 14, 2007 and approved.  “Vouchers audited and certified by RCW 42.24.080, and those expenses, reimbursement claims certified as required by RCW 42.24.090, have been made available to the Board.”

 

Motion:      Commissioner Cameron made motion, “To approve the vouchers for August 2007, and approve for payment those vouchers included in the list in the amount of $18,090.01.” Motion seconded by Commissioner Busch, AND PASSED 3-0.

 

FINANCIAL/SECRETARY REPORTS:  No Reports.

 

COMMUNICATIONS:  None.

 

CHIEF’S REPORT:  Attached.

 

UNFINISHED BUSINESS:  Mark Bufford of Northwest Clean Air was here to discuss the chipper issue.  Use of chipper, and are we sure that it will be used.  Are we willing to give up/reduce burning.  Brainstorming give and take.  Poll the community.

 

Commissioner Busch asked about the liability and the maintenance.  The towns of Concrete and Ashland could be contacted for questions about the maintenance and hours.

 

Wendell Terry asked if there were funds available for maintenance from Northwest Clean Air.

 

Commissioner Busch asked if it was ours to dispose of in the future.  Mark Bufford stated yes.

 

Septic System:  Nielsen Construction $8,108.32 and they are available to do the work immediately.  Orca Construction $10,000.00 but can not do the work until October.  Both bids did not include electrical.

 

Solo Electric came in at $1,450.00 for the electrical work.

 

Chief McLane recommended to the Board that we award the job to Nielson Construction, as they came in lower for the bid and they could complete the job sooner.

 

Motion:      Commissioner Cameron made motion, “To approve Nielson Construction for the septic tank job for the amount of $8,108.32.” Motion seconded by Commissioner Busch, AND PASSED 3-0.

 

NEW BUSINESS:

 

Due to Commissioner Cameron being on vacation, Commissioner Busch being in California for work at the time of the September 11, 2007 meeting, it was decided to move the regular commissioners meeting to September 4, 2007.

 

Commissioner Craig Smith presented the Board of Commissioners with his resignation letter as a Commissioner of Whatcom County Fire District # 11 effective August 27, 2007.

 

SIGNING OF THE DOCUMENTS:

 

Motion:      There being no other business to come before the Board of Commissioners, Commissioner Cameron moved and Commissioner Busch seconded, to adjourn the meeting, AND PASSED 3-0.

 

The meeting was adjourned at 8:10 p.m.
