CALL TO ORDER:
Chairperson Craig
Smith at 3809 Legoe Bay Road, Lummi Island, WA. 98262 called the Regular
Meeting for July 10, 2007 to order, at 7:00 p.m.
PRESENT:
In attendance were Commissioner Craig Smith, Commissioner Robert Busch, Commissioner
Pete Cameron, Fire Chief Duncan McLane, and Board Secretary Barbara Wallace.
GUEST: Michelle Luke and Cemetery President Mary Culbertson.
PUBLIC COMMENT:
None.
APPROVAL OF MINUTES:
Motion: Commissioner Busch made motion, “To
approve the June 12, 2007 Minutes as submitted.” Seconded by Commissioner Smith, AND PASSED 3-0.
Motion: Commissioner Busch made motion, “To
approve the June 25, 2007 Emergency Meeting Minutes as submitted.” Seconded by Commissioner Smith, AND PASSED
3-0.
PAYROLL:
Motion: Commissioner Cameron made motion, “To
approve the payroll for July 2007 (June 2007 hours).” Seconded by Commissioner Smith, AND PASSED 3-0.
BLANKET VOUCHERS:
The Board of Commissioners, at 3809 Legoe Bay Road, Lummi Island, Wa. 98262, reviewed the regular Blanket vouchers approval documents for July 2007 expenses for approval of payments, on July 10, 2007 and approved. “Vouchers audited and certified by RCW 42.24.080, and those expenses, reimbursement claims certified as required by RCW 42.24.090, have been made available to the Board.”
Motion: Commissioner Busch made motion, “To
approve the vouchers for July 2007, and approve for payment those vouchers
included in the list in amount of $15,475.50.” Motion seconded by Commissioner Smith,
AND PASSED 3-0.
FINANCIAL/SECRETARY
REPORTS:
No Reports.
COMMUNICATIONS: None.
CHIEF’S REPORT: Attached.
UNFINISHED BUSINESS: Open House, this was the biggest Open House turn out we had, and it went very well. The Island residents were pleased.
Otto Property Water Agreement: Chief McLane has spoken with _____________. They have each agreed to go to their respective Boards, and if there are no issues to discuss that this would be considered the two year review completed.
Commissioner Cameron asked Chief McLane for a truck update. At this time we are waiting to hear back on a build schedule.
NEW BUSINESS:
Whatcom
County Health Department was here today to check out the septic site. The new design that is being prepared will
take into consideration future use.
Commissioner
Busch would like to see if anyone can make it to the County Commissioners
Meeting tomorrow night. County Executive
Pete Kremen will be there to explain why the EMS system is so over budget. County Executive Pete Kremen was asked to go
to the people who oversee the budget and as why they are over budget and who
approved it. Also being discussed is
how we are going to get the EMS system back on budget.
Resolution
2007-168 a Resolution Declaring an Emergency Purchase due to the failure of the
septic system.
Motion: Commissioner Busch made motion, “To
approve and sign Resolution No. 2007 – 168 Declaring an Emergency Purchase due
to the failure of the septic system.”
Seconded by Commissioner Cameron, AND PASSED 3-0.
Commissioner
Cameron informed the Board that he will be out of town during the Ferry dry
dock. Commissioner Busch will be out of
town due to work during the September Commissioners meeting. Chief McLane will be out of town from July
19th to August 4th.
Board Secretary Barbara Wallace will be out of town and unavailable due
to wedding and honeymoon from August 6 to August 20th. The Board was asked if there was a problem
with Tammi Lynch filling in for the few days needed. The Board has no issue with that.

Motion: There being no other business to come
before the Board of Commissioners, Commissioner Smith moved and Commissioner Busch
seconded, to adjourn the meeting, AND PASSED 2-0.
The meeting was adjourned at 7:49 p.m.
