CALL TO ORDER: Chairperson Robert Busch at 3809 Legoe Bay Road, Lummi Island, WA. 98262 called the Regular Meeting for November 13, 2007 to order, at 7:43 p.m.

 

PRESENT:  In attendance were Commissioner Robert Busch, Commissioner Pete Cameron, Commissioner Wendell Terry, Fire Chief Duncan McLane, and Board Secretary Pro Tem Tammi Lynch.

 

GUEST:

 

PUBLIC COMMENT:   None.

 

APPROVAL OF MINUTES:   Minutes were approved as submitted by Chairperson Robert Busch.

 

PAYROLL:

 

Motion:      Commissioner Cameron made motion, “To approve the payroll for November 2007 (October 2007 hours).”  Seconded by Commissioner Terry, AND PASSED 3-0.

 

BLANKET VOUCHERS:

 

The Board of Commissioners, at 3809 Legoe Bay Road, Lummi Island, Wa. 98262, reviewed the regular Blanket vouchers approval documents for October 2007 expenses for approval of payments, on November 13, 2007 and approved.  “Vouchers audited and certified by RCW 42.24.080, and those expenses, reimbursement claims certified as required by RCW 42.24.090, have been made available to the Board.”

 

Motion:      Commissioner Cameron made motion, “To approve the vouchers for November 2007, and approve for payment those vouchers included in the list in the amount of $45,855.18.” Motion seconded by Commissioner Busch, AND PASSED 3-0.

 

FINANCIAL/SECRETARY REPORTS:  Board Secretary Pro Tem Tammi Lynch gave the Financial Reports.

 

 

 

 

 

COMMUNICATIONS:

 

Whatcom County Assessor’s Office, Keith Willnauer regarding 2008 Levies.  Board Secretary Pro Tem was directed to prepare resolutions for both the Fire and EMS Levy for 2008 with no tax increase.

 

Chmelik, Sitkin, and Davis: regarding Initiative 747.

UNFINISHED BUSINESS: 

 

Fire Chief Tenure:  Board Secretary Pro Tem Tammi Lynch was directed to prepare the following changes to the by laws.

 

Motion:  Commissioner Cameron made motion “to remove the phrase, ‘a maximum of 10 years.’ from Section 1, Article 4 of the Whatcom County Fire District #11 by-laws, and also from the Fire Chief’s Job Description.”  Motion seconded by Commissioner Terry, AND PASSED 3-0.

 

Motion:  Commissioner Cameron made motion “to change the word, ‘removable’ to ‘removed’ from Section 1, Article 4 of the Whatcom County Fire District #11 by-laws, and also from the Fire Chief’s Job Description.”  Motion seconded by Commissioner Terry, AND PASSED 3-0.

 

Intergovernmental Agreement for Fire Protection Services: 

 

Motion:  Commissioner Cameron made motion “to approve and sign the Intergovernmental Agreement for Fire Protection Services with Whatcom County Public Works, allowing all WCFD#11 Vehicles, and other mutual aid vehicles free passage on the ferry in return for fire protection.”  Motion seconded by Commissioner Terry, AND PASSED 3-0.

 

 

NEW BUSINESS:

 

Executive Session:  Tabled until next month as Board Secretary Barbara Heston was not present at this meeting.

 

John Granger MSO Payroll: 

 

Motion:  Commissioner Terry made motion “to add John Granger as the Medical Services Officer to the payroll.”  Motion seconded by Commissioner Cameron, AND PASSED 3-0.

 

2008 Budget Workshop:  The 2008 Budget Workshop was set for Tuesday, November 27, 2007 at 9:00 a.m. at 3809 Legoe Bay Road, Lummi Island, WA. 98262.

 

December Meeting:  The regularly scheduled December Board of Commissioners Meeting has been rescheduled from December 11, 2007 to December 18, 2007 at 7:00 at 3809 Legoe Bay Road, Lummi Island, WA. 98262.

 

2008 Budget Public Hearing:  The 2008 Budget Public Hearing will be held on December 18, 2007 at 6:30 at 3809 Legoe Bay Road, Lummi Island, WA. 98262, with the Board of Commissioners meeting held afterwards.

 

Fire Chief Wages:  Commissioner Cameron brought to the Board’s attention how much money that Fire Chief McLane has brought into the department in the way of equipment and funds through grants, and on how well of a job Fire Chief McLane has done in the performance of his duties.  Commissioner Cameron has asked that the Board approve an increase in wages from $24 to $30 per hour starting January 1, 2008 for Fire Chief McLane.

 

Motion:  Commissioner Cameron made motion “to increase Fire Chief Duncan McLane’s wages from $24 to $30 per hour starting January 1, 2008.”  Motion seconded by Commissioner Terry, AND PASSED 3-0.

The Board also directed Fire Chief McLane to research the impact of raising the wages of the other employees, and to make a recommendation at the next Board Meeting.

 

ANNOUNCEMENTS:

 

Whatcom County Fire Commissioners Association Meeting is November 14, 2007 at 7:00.

 

SIGNING OF THE DOCUMENTS:

 

Motion:      There being no other business to come before the Board of Commissioners, Commissioner Cameron moved and Commissioner Terry seconded, to adjourn the meeting, AND PASSED 3-0.
