CALL TO ORDER: Chairman Robert Busch at 3809 Legoe Bay Road, Lummi Island, WA. 98262 called the Regular Meeting for November 11, 2008 to order, at 7:00 p.m.
PRESENT: In attendance were Commissioner Robert Busch, Commissioner Pete Cameron, Commissioner Wendell Terry, Fire Chief Duncan McLane, and Board Secretary Tammi Lynch.
GUEST: Joan Moye
PUBLIC COMMENT: None.
MINUTES:
Minutes for the October 14, 2008 Meeting were approved as submitted
PAYROLL:
Motion: Commissioner Cameron made motion, “To
approve the payroll for November 2008 (October 2008 hours).” Seconded by Commissioner Terry, AND PASSED
3-0.
BLANKET VOUCHERS:
The Board of Commissioners, at 3809 Legoe Bay Road, Lummi Island, Wa. 98262, reviewed the regular Blanket vouchers approval documents for October 2008 expenses for approval of payments, on November 11, 2008 and approved. “Vouchers audited and certified by RCW 42.24.080, and those expenses, reimbursement claims certified as required by RCW 42.24.090, have been made available to the Board.”
Motion: Commissioner Cameron made motion, “To
approve the vouchers for November 2008, and approve for payment those vouchers
included in the list in the amount of $23,697.01” Motion seconded by
Commissioner Terry, AND PASSED 3-0.
FINANCIAL/SECRETARY REPORTS: Secretary Lynch gave the Financial Reports.
COMMUNICATIONS: None.
CHIEF’S REPORT: Attached.
UNFINISHED BUSINESS:
American LaFrance: The new truck is on its way from South
Carolina. It is scheduled to go into
Jerry Chambers on Thursday.
Ambulance: No update, still waiting for phone calls to be returned.
Hilltop Reservoir: Chief McLane and Commissioner Busch drove around the Reservoir.
NEW BUSINESS:
Thomas 1993 Pension Payment: Judy Thomas was not paid in to the Board of Volunteer Firefighters for 1993. The Local Board of Volunteer Firefighters approved her eligibility last month.
Motion: Commissioner Cameron made motion, “To
pay for Judy Thomas’s Pension Payment for 1993.” Motion seconded by
Commissioner Terry, AND PASSED 3-0.
Surplus of Equipment: We have need to surplus the old radios and pagers, now that we have our new radios and pagers in service and working well.
Motion: Commissioner Busch made motion, “To
surplus the old radios and pagers that are no longer needed, and to have Chief
McLane supervise the disposal of them.” Motion seconded by Commissioner
Cameron, AND PASSED 3-0.
Internet: Mt. Baker Cable has approached the Fire Department regarding putting in a power supply to enable the cable and internet throughout the island in the event of a power outage. In return, they would only charge us $19.00/month for internet.
Motion: Commissioner Cameron made motion, “To
allow Chief McLane to come up with a contract to allow the switch to Mt. Baker
Cable from Clearwire.” Motion seconded by Commissioner Terry, AND PASSED 3-0.
Facilities: Snure Law Office sent
a sample facilities policy back for review.
Motion: Commissioner Busch made motion, “To
continue using the facilities as is, until a problem arises.” Motion seconded
by Commissioner Terry, AND PASSED 2-0. (Commissioner Cameron Abstained.)
The Commissioners will look at a Facilities Policy at the next meeting.
2009 Property Taxes: Secretary
Lynch presented the figures for the 2009 Property Taxes from the County
Assessor’s Office.
2009 Budget: Chief McLane
presented the proposed 2009 Budget.
Budget Workshop was scheduled for December 1, 2008 at 10:00 a.m. The Budget Hearing is scheduled for December
9, 2008 at 6:30 p.m.
RESOLUTIONS: Resolution 185 – Surplus of Handheld and Mobile Radios. Resolution 186 – Surplus of Pagers.
Motion: Commissioner Cameron made motion, “To
approve Resolutions 185 and 186 to Surplus Handheld and Mobile Radios, and
Paghers.” Motion seconded by Commissioner Terry, AND PASSED 3-0.
ANNOUNCEMENTS: Commissioner Cameron will be out of town from November 27th until April 29th.
Chief McLane’s Birthday was yesterday.

before the Board of Commissioners, Commissioner Cameron moved and Commissioner
Terry seconded, to adjourn the meeting, AND PASSED 3-0.
